BOARD OF DIRECTORS
According to article 5 of the Law of Creation of the Export and Investment Promotion Agency of El Salvador, established in Legislative Decree No. 663, the highest authority of PROESA is its Board of Directors, composed as follows:
- Sigfrido Reyes, president of PROESA
- Roberto Lorenzana, Technical Secretary of the Presidency
- Carlos Cáceres, Minister of Finance
- Tharsis Salomón López, Minister of Economy
- Gerson Martínez, Minister of Public Works
It also integrated with:
- Carmen Aída Hernández de Meardi, Private Sector Representative
- Nicolás Rigoberto Monge López, Private Sector Representative
- Ángela Lorena Duque Rodríguez, Academic Sector Representative
Sigfrido Reyes holds a bachelor’s degree in International Relations from the University of El Salvador, and has two master's degrees. The first one in International Relations with a specialization in Economic Policy Management from the School of International and Public Affairs of the University of Columbia, New York; the second one in Financial Administration from the Universidad Tecnologica of El Salvador.
He has studied two specialized programs: one of Top Management at the Management and Business Administration School from José Simeón Cañas Central American University in El Salvador (UCA) and the other of Social and Economic Policies from the Central American Institute for Business Administration (INCAE) in Costa Rica.
Among the languages that he speaks are: Spanish, English and Russian and he also has advanced knowledge of French.
In his academic career, he has received several recognitions: First Bachelor of the Republic of El Salvador, Fellow of the International Program of the Government of Japan and the World Bank for advanced studies in Economics, an Honorary Doctorate in Human Rights from the University of Arts and Sciences from Chiapas, Mexico, among others.
Before leading PROESA, from 2011 to June 2015, he served as President of the Legislative Assembly of El Salvador; and between the years of 1996 to 2011, he held various positions in this institution, such as President of the Political Commission, Legislator for the Department of San Salvador and Member of the Foreign Relations Commission.
Among the laws related to economic, financial and investment matters that were approved under his term in office, we may mention: Law of creation of the Millennium Fund (II), Special Law for Public-Private Partnerships, Law of Creation of the Export and Investment Promotion Agency of El Salvador (PROESA), Law of Investment Funds, Law of Legal Stability for Investments, Law of Production Development and the Construction Projects Procedure Streamlining Law.
As the president of the Legislative Assembly of El Salvador he subscribed and ratified several cooperation agreements with other countries congresses and international agencies, with which he has promoted El Salvador´s image around the world as an ideal destination for foreign investments.
Between the treaties and international agreements approved during his management, the following can be enumerated: Central American Treaty on Trade in Services and Investment, Free Trade Agreement between Central America and Mexico, The Millennium Challenge Agreement between El Salvador and the United States of America, Agreement to establish the Multilateral Fund of Investments, Association Agreement between Central America and the European Union, Integral Association Agreement between El Salvador and Chile, Association Agreement between El Salvador and Uruguay, Partial Association Agreement between El Salvador and Cuba, Technical Cooperation Agreement “One City, One Product” between El Salvador and the Republic of China – Taiwan.
In the fields of political, social, citizen security and human rights, he led and participated in the approval of important laws such as: Political Parties Law, Special Law for Salvadorians to vote abroad, Law on access to public information, Governmental Ethics Law, Social protection and Development Law, Medicines Law, Special Law against Crime of Extortion, Special Law for extinction of domain and administration of illegal goods, Law against human trafficking, Special Law for the eradication of violence against women.
In his experience in international organizations: from 2011 to 2013 he was Temporary President of the Central America and Caribbean Legislative Bodies presidents Forum, and from 2013 to 2014 he was president of the Latin American and Salvadorian Chapters of the World Organization of parliamentarians against corruption.
In his career, he has also received several awards and recognitions from the governments of Argentina, Chile and the Central American Parliament.
