History

 

 

The Export and Investment Promotion Agency of El Salvador (PROESA), autonomous institution, was created by the Legislative Decree No. 663, from April 9, 2014.

 

PROESA has undergone a long process of transformation into an autonomous institution:

 

  • In the year 2000 was created by Executive Decree of the branch of economy, the Investment Promotion Agency, called PROESA.

 

  • In the year 2004, was created by Executive Decree of branch of economy, Export Promotion Agency, called EXPORTA.

 

  • In October of 2004 by Decree Executive No. 57 was created the National Commission of Exports and Investments, CONADEI, which met EXPORTA and PROESA, the first one in charge of promoting exports and the second one in charge of promoting direct investment to El Salvador.

 

  • In May of the year 2012 by means of Decree No. 59 of the Presidency of the Republic created the Agency for Promotion of Exports and Investments of El Salvador (PROESA), as an institution decentralized from the Presidency of the Republic, whose objective were the promotion of exports, the promotion and attraction of investments and the strategic promotion and direction of collaborative schemes between the public and private sectors, in particular throught the public – private partnerships.

 

  • In April of the year 2014 is created by Legislative Decree, the Export and Investment Promotion Agency of El Salvador (PROESA), as an institution of public law attached to the Presidency of the Republic, with legal personality and own patrimony, of indefinite duration, with administrative and budgetary autonomy. Since then PROESA aims to promote and attract foreign and national private investment, promoting exports of goods and services produced in the country, the evaluation and monitoring of the business climate and the elaboration of proposals for improvement to the investment and export policies.

 

With this new decree of creation, all directions are reunited under one organism: PROESA. This has been done with the aim of achieving the specialization, coordination, effectiveness and efficiency in the use of resources. So also, a new attribution is assigned to this Organization as it is the design and promotion of the image of the country, as a destination for investment, with which seeks to have an impact on the socio-economic development of the country. The image of a country abroad has direct impact on its economy, so that countries and companies with better have a great competitive advantage worldwide. For this reason it is important that El Salvador will be positioned at national and international level in areas such as: tourism, culture, sports, investment, trade, quality of life of the citizens, among others.

 

Also, the Decree of creation of PROESA notes that the authority of the institution is its Board of Directors, comprised of an appointed full time owner (who will be the President of PROESA) and respective alternate, as well as the Technical Secretary of the Presidency, the ministers of Finance; Economy; and Public Works, Transport, Housing and Urban Development. Similarly, there will be two owners representatives and their respective alternates appointed by the President of the Republic from a list of candidates proposed by private trade organizations with legal personality, related investment and exports. In addition, there will be an owner representative and its respective alternate of the academic sector, proposed by universities accredited by the Ministry of Education, also appointed by the President of the Republic.

 

Among the activities that PROESA develop to promote export, include:

 

  • Promote exports through the identification of opportunities, generation of strategic market information, promoting for the exploitation of international treaties and monitoring the business climate;

 

  • Develop activities of diffusion and promotion of the products and services that make up the export supply;

 

  • Organize visits by potential clients and trade missions with Salvadoran businessmen, facilitating business contacts;

 

  • Develop strategies that allow the focused identification of strategic markets and sectors;

 

  • Support and promote the competitiveness of enterprises and the diversification of products and markets, through information, advice, training and technical assistance services;

 

  • Investigate and identify foreign markets to commercialize Salvadoran products and services.

 

Among the activities that PROESA develop to promote the country and attract investment, include:

 

  • Promote investment and Public – Private Partnerships (PPP) through the identification of opportunities, generation of strategic information, promoting for the exploitation of international treaties and monitoring the business climate;

 

  • Designing and promoting the image of the country as a destination for investment;

 

  • Provide technical assistance and support to investors through services and activities aimed at facilitating the start-up of a company, the continuous development of foreign investment in the country and the steps that are necessary to be done at any entity, public or private;

 

  • Identify obstacles affecting private investment and coordinate with governmental entities and investors the necessary measures to solve them;

 

  • ‚ÄčIdentify, advise and encourage the Public – Private Partnership (PPP) investors, financiers, public institutions and citizens;

 

  • Promote national and foreign investment in human capital and innovation to increase the competitiveness and productivity of the labor force;

 

  • Develop a portfolio of projects aimed at the promotion of the Public – Private Partnership (PPP) and private investment;

 

Monitor regularly the performance ratings or "rankings" of the country in international organizations to improve the country competitiveness.
