The president of the Export and Investment Promotion Agency of El Salvador (known in Spanish as PROESA), Salvador Gómez Góchez, contributed in the French Investment and Trade Forum in Central America, organized by the French Embassy.

 

During the activity, he presented the different business opportunities that El Salvador holds to French investors and visitors of the rest of the world. Among these, he mentioned Public-Private Partnerships (PPP), and explained the role of PROESA as the body that, by law, studies, structures and advises on PPPs, in addition he made a call to all national and international companies to be part of this new initiative.

 

In the same way, he explained about all the efforts that the Salvadoran government is making to boost the economic sector, through the investment and promotion of tourism, agribusiness, call centers, and mainly PPP sectors.

 

“As PROESA, we want to build confidence so that any investor, legal or natural person can come and invest calmly, since the investment climate of our country has changed dramatically. As President Nayib Bukele says ‘El Salvador is the best place in the world to invest’ and we support it because we are working hard for it,” said Gómez Góchez.

 

Plus, he added that “we have several Public-Private Partnerships that we are studying and structuring, in which there will be investment opportunities in our country, and the bidding bases of the Airport Cargo Terminal are already on sale, this being the first PPP in the history of El Salvador. These can be acquired at CEPA”.

 

For his part, the Secretary of Investment and Commerce, Miguel Kattan, spoke about the pro-investment vision that the government intends to achieve, not only in the business area but also as a country.

 

“As a Secretariat, we have a vision that we try to convey to all entrepreneurs, and it is that is impossible to have a healthy company in a sick community. And this has made possible that, together with the private sector, from day one, we have been able to make substantial changes,” said Kattan.

 

The Forum is held every two years, in a Central American country, and in 2019 El Salvador has been the headquarters. The event was attended by investors from France, Mexico, Panama, development banks specialized in private projects, among others.

Yesterday, the Export and Investment Promotion Agency of El Salvador (known in Spanish as PROESA) participated in the forum under the name of “Public-Private Partnerships: an opportunity to rely on infrastructure for progress”, organized by the Inter-American Development Bank (IDB), the Fundación Salvadoreña para el Desarrollo Económico y Social (FUSADES in Spanish), Fomilenio II and PROESA.

 

A variety of experts in Public-Private Partnerships (PPP) took part in the forum that discussed on topics related to the role played by PPPs in the development and delivery of quality services, social infrastructure, the role of the State in PPPs, the economic development they represent, its benefits and the challenges in front of Latin America in the face of their implementation.

 

José Ángel Quirós, executive director of FUSADES, said that “it’s quite recognized that one of the great challenges, mainly in Latin American countries, is how to optimize limited public resources; a viable option identified are precisely the PPPs”.

 

On the other hand, Schafik Collazo, director of PPP at PROESA, explained the reasons that led to the expansion of the cargo terminal of the San Óscar Arnulfo Romero International Airport as the first project in the country to be carried out via PPP: “It’s an eminently self-sustainable project. You do not need any kind of state subsidy. It does not affect the regular citizens but seeks to give a better competition platform to the private company, which seeks the services of the cargo terminal to allow itself to access more rapidly to more markets, at a lower cost".

 

Collazo added that “this project will make us rise in rankings, not only in the Infrascope, but in the Doing Business because, in a way, the only infrastructure that manages the country's air cargo will have a significant improvement. So, that already puts the country in an aeronautical hub consolidation status.”

 

The PPP director referred to the substantial improvement that the development of this partnership would imply in the performance that the country shows in the Infrascope, an index that measures the conditions that a country has for the development of a PPP, and, for its part, the Doing Business, which measures the ability of countries to mature business effectively.

 

In this sense, Martha Keays, director of the Millennium Challenge Corporation, advanced the development of the second project to be developed via PPP in El Salvador: “This December the government will launch the second PPP in El Salvador, which is a project that will promote the investment and experience necessary to improve the cargo terminal in the country ”.

 

Public-Private Partnerships are projects where state entities entrust a private investor with the design and construction of an infrastructure and its associated services, or its construction, repair, improvement or equipment. Such activities must involve the operation and maintenance of such structure. They can also deal with groundwork for the provision of public services, the exploitation or execution of activities of general interest, the final being understood as those whose objective is the promotion of strategic sectors of the economy through the promotion of technology, science, innovation, as well as research and development.

 

The State, for its part, oversees the rector's work of the project, the competence and powers of planning, control, sanction, penalty, regulation and supervision of the implementation of the respective contracts, through the institutions that correspond. The State will guarantee the communal good in the exercise of its rectory.

El Organismo Promotor de Exportaciones e Inversiones de El Salvador (PROESA) participó, la semana pasada, en la inauguración del Hotel Garten Zonte, ubicado en el kilómetro 53, Playa El Zonte, departamento de La Libertad.

 

Este proyecto del sector turismo de El Salvador, orientado al segmento de bodas destino, ha sido ejecutado por inversionistas de origen estadounidense.

 

El concepto del que parte el Hotel Garten Zonte es el de compartir la belleza, la cultura y las bondades de El Salvador con el turista. This morning, the president of the Export and Investment Promotion Agency of El Salvador (known in Spanish as PROESA), Salvador Gómez Góchez, visited the facilities of a company that belongs to the Agroindustry sector, Comercializadora 503.

"We attended a business conference that you (PROESA) made this year and thanks to that we are shipping our first container to Canada, which leaves within eight days," said Claudia Merlos, representative of Comercializadora 503.

 

At the meeting, Merlos said that "we Salvadorans should be proud because we have a skilled workforce." With the help of PROESA, the firm has trained its employees to become competitive at an international level.

The team of the Export and Investment Promotion Agency of El Salvador (known in Spanish as PROESA) payed a visit to the facilities of a firm dedicated to recycling, injecting and offering technological solutions with social and environmental responsibility, Discovery Environmental Corp. S.A de C.V. The organization produces buckets, baskets, tubs, industrial boxes, etc. from the recycling of solid and plastic waste.

 

The objective of the meeting was to strengthen the trust bonds between both institutions, to know the plans of the company and to offer them all the services that PROESA for Salvadoran companies.

A total of 20 companies have already reserved the bidding rules to participate in the execution of the first Public-Private Partnership (PPP) of El Salvador, said this morning, in an interview on Channel 21 of national television, the president of the Promotion Agency of Exports and Investments of El Salvador (known in Spanish as PROESA) Salvador Gómez Góchez.

 

“Yesterday, talking to Federico Anliker, president of CEPA, he told me that 20 companies have already bought the bidding rules to participate in that PPP (…) From the first PPP we have 16 projects that are already coming, which mean an investment of $1,150 million. That has drawn the attention of other institutions and companies to want to request, mainly from our ministries and PROESA, studies of infrastructure projects that will mean those investment amounts,” said Gómez Góchez.

 

This first project is the expansion of the cargo terminal of the International Airport of El Salvador San Óscar Arnulfo Romero and Galdámez, and “represents an initial investment of $13 million, and in a second stage $44 million, making $57 million,” emphasized the head of PROESA, ensuring that this project will attract more cargo to the country, which will support national economic growth.

 

He also affirmed that by November of this year they expect to launch a second project to be executed under the PPP modality: “The next project, which we intend to have in six months of government, is the lighting and video surveillance cameras covering 144 kilometers of streets in the country. That will mean safety and best traffic plus it will help immensely to continue lowering violence in the country, because we will have the most important arteries with top quality lighting and video surveillance cameras. The study is being requested by the MOP. And we think that by November we will have the project ready. There would already be two Public-Private Partners in the country.”

 

Gómez Góchez also emphasized the performance of the government led by the President of the Republic, Nayib Bukele: "We were able, in the first 100 days of this government, to unravel $156.6 million in investments," he said.

 

This work, he highlighted, has required dialogue, and to put in place mechanisms, such as the signing of legal stability agreements, that provide security for investments and that allow joint work with local governments, to solve those difficulties that had been slowing down Investments in the territory.

El Salvador will be celebrating the Expo Congress Packaging & Logistics 2019 this October 2nd and 3rd, which constitutes an opportunity to bring Salvadoran companies closer to global logistics trends, strengthen cooperation and collaboration ties and allow new businesses to enter the sector.

 

In this event, the Export and Investment Promotion Agency of El Salvador (known in Spanish as PROESA) will be providing information on the services it offers to exporting companies and with export potential, as well as potential investors.

This is an event organized by CIFCO and the Asociación Salvadoreña de Agentes de Carga y Transitarios (ASAC), it’s an occasion of professional nature and targets businessmen in the packaging, logistics and transportation sector in El Salvador.

The team of the Export and Investment Promotion Agency of El Salvador (known in Spanish as PROESA) visited the facilities of a company that produces plastic goods for home and office use, Industrias SanChia, S.A. OF C.V. The firm is dedicated to the manufacture of cabinets, furniture, chairs, folding tables, shelves, baskets, board games, etc.

 

 “We want every home and medical company to have a Sanchia product, and that will become a reality, with your help. We need PROESA to help us make that dream come true,” said Sanchia's sales manager, Chia Chian Juang.

 

The company seeks PROESA's support to attract and speed up procedures for new operating processes aimed at consolidating exports, opening up new markets for commercialization and setting up a better platform to deliver its products internationally.

The president of the Export and Investment Promotion Agency of El Salvador (known in Spanish as PROESA), Salvador Gómez Góchez, visited the Los Nonualcos. During the journey, he met the shrimp farm Las Animas, Zacatecoluca, La Paz, which holds 42 hectares of water mirrors and produces about 1.2 million pounds of shrimp a year. Together with the PROESA team, he also met with members of the Asociación de Productores Agroindustriales Orgánicos de El Salvador (APRAINORES), producers and exporters of cashew, mango, pineapple and cocoa, in Tecoluca, San Vicente.

 

The objective of the visit was to know firsthand the facilities, processes and needs of both institutions to support their growth.

 

“The farm Las Animas is in the process of expanding 20 hectares its facilities and is recognized for the use of technology in shrimp production and I appreciate today's visit, because a government cabinet official had never visited us before,” said the owner of the company.

 

During the meeting, President Gómez Góchez expressed; "we come to your disposal, to listen to your needs and offer PROESAS’ services to enhance the farm and to perform any diligence so that the product can be exported to international markets."

 

On its behalf, APRAINORES exposed its willingness to work hand in hand with PROESA, to reinforce the increase in its sales capacity, the opening of a line of commercialization of food products, development of operations that are more ecofriendly, among others.

 

The manager of the agribusiness association, José Alexander Flores, said that “we are not a millionaire organization, but every year we make a great effort so that there are revenues guarantee our producers the payment of their products and that guarantee workers the sustainability of their families".

 

In addition, he held he believes in the effort that President Nayib Bukele is making for Salvadoran producers.

 

APRAINORES counts with 80 producers, mostly local women, who oversee production, plant processing and marketing, with France and the United States being the main export markets. Similarly, they are committed to train producers in good agricultural practices, especially those related to environmental pollution and agrotoxics.

 

"I want to congratulate you for the work you are doing, and we want to join and work as a team between the association Los Nonualcos and PROESA to back them in the solidification of the cooperative," said the president of PROESA.

 

The association has an organic certification that accredits its products to be able to export them to markets such as Europe, the United States and with growth potential to other regions. It also has the fair-trade certification, which guarantees equal employment opportunity.
